Samah holds a bachelor and master degree in Law from the University of Jordan specializing in private law (Marine law). She also had a Certificate in Insurance from the Chartered Insurance Institute (CII)/London in 2005. She is a member of Jordanian Bar Association.

Apart from her academic achievements, Samah has a valuable, working experience to add to her distinguished career in the public sector specially the financial and regulatory institutions in Jordan. She has occupied the post of Legal Consultant at the Central Bank of Jordanfor 9 years and became the acting director for the Legal Consultations Office. Later, she joined the Insurance Commission of Jordan, which is the regulatory body responsible for supervising the insurance sector in Jordan, as a Legal Counselor, then as the director of the Supporting Services Supervision Department where she was responsible for licensing and supervising the business of the insurance intermediaries and bancassurance. Also, she headed the Research & Strategic Planning Department, where she was responsible for planning, coordinating and assuring the implementation of the IC strategies; identifying and managing the continued development of the organization and in charge of conducting different studies and researches relating to the development of the insurance market.

She also occupied the position of the head of the Legal Department at the Social Security Investment Fund before she became an independent lawyer and joined Abu Sharkh & Shammout- Advocates & Legal Consultants.

Samah has a very wide experience in many areas of law practice, specializing in insurance, banking, financial supervisory regulations, drafting and revising legislation, investment, employment legislations, procurement & bids legislation, commercial and general business law.
Throughout her career, she has participated in several working committees that added to her experience. Samah was a member of the Insurance Dispute Resolution Committee that looks into the policyholders’ complaints and settles these complaints by issuing binding decisions to the insurance companies. In addition, she was a member of the Business Development Subcommittee at the International Association of Insurance Fraud Agencies (IAIFA), and a member of the team responsible for implementing anti-fraud insurance scheme, national agricultural insurance scheme and private medical insurance scheme, banks and exchange companies liquidation committees.

For her distinguish work, she was nominated for the Distinguished Leader Government Employee Award conducted by King Abdullah II for Excellence Institution.
Samah participated as a speaker in many conferences and attended several national and international training courses seminars and conferences in insurance, banking operations, corporate governance, AML, bancassurance, insurance fraud and leadership.
